Here is a description of how to get Microsoft Office onto the iPad or
iPhone so I suppose you should be able to get them onto the iPad mini.

I see that the Office suite on the iOS devices can use Dropbox. So, if you
don't already have Dropbox on the iPad mini, you can download the app from
the App Store. Make sure to install it with the same user Id that you are
using on the PC. Then you can pass all your files to Dropbox on the PC and
they will appear in Dropbox app on the iPad automatically.
