While I agree quality should be stressed, rejecting all fair-rated books might not be entirely...well, fair. *smile* There are lots of times the books might be marked fair when they may not be, because of things the automated dictionary might not recognize, or because of maybe diagrams or pictures the OCR system tried to recognize but couldn't, but the text itself might actually be quite good, so I think it would depend on the book.
