I am pretty sure that book quality is not checked at all by the automated
checker before a submitted book hits the download page.  the rating seems to
be the submitter's choice at that point.  I don't think it would be a bad
thing if the automated check did take place at that point, since submitters
could still give their opinion in the comment field.

I decide whether to be the validator of a book based on three things: my
interest in the toppic of the book, which I can't determine if there is no
synopsis and category selections, the books quality rating, and whether the
submitter added comments about the book.  If it was entirely left to me
nothing without all the fields filled out would get a chance at validation,
so people should make an effort to give as much info as possible.  If they
didn't care about that info, they probably didn't care about the book
either, so it could be in any condition.

I also have downloaded books just to find that I really don't know if they
are okay, because they are weird in some way, so I don't want to be the
final judge.  I don't know what can be done about those books.
