Let me share my experience.
I proofread a book with footnotes at the bottom of the pages.
Before the first footnote at the bottom of the page was a blank line.
I added the word Footnote in brackets after the text on the page and before
the footnotes. I did that so that readers would not suddenly be jarred when
reading stopped in the middle of the sentence and became numbered footnotes.
The book was returned to me from the "approval queue" for more editing.
I was instructed to put the opening bracket before the added word Footnote
and to place the closing bracket at the end of the final footnote on the
page.
As the book was returned to me to accomplish this change, it sounds like a
requirement to me.

Another question, I'm working on a non fiction right now, and I have 3
asterisks before each heading and sub heading. Sometimes, the text under
these headings and sub headings are only 2 to 3 sentences. And to me, (I'm
sighted) it just seems too many instances of the 3 asterisks as separators.
Any feedback regarding this will be helpful.

expressed my opinion on it before and will repeat it.
Square brackets have a specific meaning when they are used, particularly in
nonfiction. They usually mean text that has been added or altered by the
author.
Footnotes at the bottom of the page most certainly don't fit that
description.
I think we need to be more sparing in our use of additional brackets and
parentheses.

Th rule decided upon recently is space, asterisk number and another
