In the case of a chapter heading followed by a brief quote, then a blank line, 
I just use one asterisk to show that there is in fact a blank line. I reserve 
the three asterisks for places in a chapter where there's a blank line, or two 
or three, to indicate a change of scene. Often print books will put something 
in there such as three asterisks; but as often as not, they put some other 
graphic to indicate change of scene. I use the three asterisks in those cases 
only.

  I guess I don't see why you couldn't use the asterisks at the bottom of the 
page. But you mention visual clutter and so it seems unnecessarily cluttered.

   

  I usually use the 3 asterisks when, as in your example, a chapter or section 
heading is followed by a brief quotation that is intended to be sort of an 
introduction to what follows.

  It's been too long since I could see a page, but I can see that it might be a 
bit cluttered.

  I would certainly be open to leaving them out in this case. Hopefully others 
will wade in!

expressed my opinion on it before and will repeat it.

   

  Square brackets have a specific meaning when they are used, particularly in 
nonfiction. They usually mean text that has been added or altered by the author.

  Footnotes at the bottom of the page most certainly don't fit that description.

  I think we need to be more sparing in our use of additional brackets and 
parentheses.
