Hi, the reason you are getting that message has nothing to do with viruses
or the file being infected. Smart Screen filter is not an antivirus program,
what it does is it sends the file and URL to MS that you are downloading,
and it checks to see if anybody has reported that file as infectious or a
virus, or it otherwise check if the file is a popular/recognized download
from a popular site. Seeing how that file has probably not been downloaded
often enough to be considered safe on their end, that would explain why SSF
is flagging it and blocking it. You should be able to bypass that block, or
temporarily turn off Smart Screen Filter.
Believe me, and if you work with security software you should know this,
screen filter is not any kind of active antivirus program or plug-in. Most
people disable it anyways, since it's just another way for MS to keep tabs
on people and see what is being downloaded and from what sites, to offer up
ads, especially now that ads are offered up throughout the windows 10
ecosystem.
The only other reason you'd be getting that error would be for invalid
certificate reasons, since as of 2016 MS has new rules and types of
certificates, and any executables or MSI packages you download will be check
for valid certificates. But seeing how this is a .zip file, it wouldn't be
applicable to this file type anyway.

if you have an iPhone, there are many apps which can slow down music
without changing the pitch, loop sections, etc.

You'd have to acidize the whole thing, and then use the clip transpose.
However, note that the pitched version will not sound like the
original. Depending how far up or down you have to transpose, you
will introduce artifacts into the sound as you go up or down.
You might be able to get away with half to a whole step up or down,
but it all depends on the recording, how it was recorded,
instrumentation of the track etc.
