If you select global and go to embosser setup, select the size you want, and tab to Ok and hit enter, that should be your default.

Whi is it that when I set global embosser set-up to narrow paper, it
always goes back to wide paper?  And why is it that when I have set
global to narrow paper in an open document and go to emboss, wide paper
is selected?  Is there a way to set a default?
