If you created the blank ssh file in the boot partition of the SD card
and the Pi is properly connected to your local network, you should be
able to ssh into it at this point...
though, considering arguably the easiest way to setup Wi-Fi on the Pi
is by dropping a wpa_supplicant.conf in the correct place on the SD
card's root partition, which I'm pretty sure can't be done from
Windows due to it's lackluster out-of-the-box support for non-native
filesystems, you might be better off using Ethernet for the initial
configuration over ssh. If the Pi isn't connecting to your local
network because there isn't an ethernet cable plugged in and the Wi-Fi
isn't setup, neither ssh nor downloading additional software to
install is going to work.
