Yeah, those sample files are on-line too.
I even found a site that created one for you from a web page and you could
download it.
Like I mentioned, I've copied mine from Ubuntu and from the RPI too onto a
thumb drive and used that in Windows to place it in the boot partition, and
it still has never worked for me.
My solution for the RPI is to use my 24 dollar pre-configured hotspot that
is always connected wirelessly to the router and it has an Ethernet plug and
a USB cable for power, and I plug them into the RPI and it is connected to
the router.
I do this so the RPI can be in the room I'm in, not where the router is.
But I'd rather not have to plug it in and just use the conf file in the boot
partition.
It's called a Vonets mini router/bridge.

I don't know why, but I have never gotten a wpa_supplicant.conf file to work
in the boot partition, even one taken right out of a working Linux and
copied back into my windows computer for use.

If you created the blank ssh file in the boot partition of the SD card
and the Pi is properly connected to your local network, you should be
able to ssh into it at this point...
though, considering arguably the easiest way to setup Wi-Fi on the Pi
is by dropping a wpa_supplicant.conf in the correct place on the SD
card's root partition, which I'm pretty sure can't be done from
Windows due to it's lackluster out-of-the-box support for non-native
filesystems, you might be better off using Ethernet for the initial
configuration over ssh. If the Pi isn't connecting to your local
network because there isn't an ethernet cable plugged in and the Wi-Fi
isn't setup, neither ssh nor downloading additional software to
install is going to work.
