I've never tried dropping a wpa_supplicant file into the boot
partition, and admittedly, it's been a while since I've setup a Pi
from scratch, but the last time I setup my Pi 3 with a clean image, I
wrote it with dd, mounted both partitions on the card, made the ssh
file in the boot partition, dropped my wpa_supplicant file in the
appropriate place on the system partition, and was able to ssh over
wi-fi on the card's first boot.
Granted, I might get thrown a curve ball the next time I setup a new
SD card, and again, unless Window's support for foreign filesystems is
much better than I think, you can't really do much with copying stuff
over to the SD card directly from a Windows box.
