You can make a good air-torus cannon out of a Pringles can...

Use a hole punch to make a circular hole in the exact centre of the 
bottom metal plate.  Fix a deflated balloon, or an unmentionable object 
commonly made of latex over the open end...

Aim the 'cannon' at a candle about fifteen feet away and stretch out the 
flexible membrane as far as you can and let it go.

This fires a fast moving torus of air towards the candle and will blow 
it out.
