Yes, I have received orca's updates via packages. Here is what I did to get
things going.
1. Use raspi-config to set the pi to boot into the gui without a password. Also
enabled the VNC server.
2. Reboot the pi.
3. Wait for about 2 minutes.
4. Establish a VNC connection from another computer and use NVDA's OCR feature
to ensure that the pi desktop is visible.
5. Go to a keyboard on the pi and hit alt+f2. You may be able to do this from
the VNC connection too.
6. Type orca and hit enter.
Orca is then enabled and is always enabled for subsequent start-ups.

The latest version of Raspbian now offers Orca through recommended software. It
would appear that the only accessible way of installing it is to enable SSH and
install remotely using apt though and it doesn't look like there's an easy way
of enabling it for the first time. Has anyone given it a go?
