I forgot to explain that I have 2 PC's, a quad PC on which I have Windows 10,
and an HP computer system on which I have Ubuntu 9.10 installed, and which I
want to upgrade to Ubuntu 16.04.2 (I already have the ISO file in my Downloads

Ubuntu has a tutorial on their site that walks you through the process for
creating the USB, maybe that will be more helpful:

As you now have Windows installed, there is no way to "upgrade" a previous
version of Ubuntu. If you awnt to try Ubuntu 16.04.2, you can simply follow the
instructions in the tutorial above. Then, once you have the bootable USB
created, you can follow their other tutorial on actually installing Ubuntu on
your computer:
https://tutorials.ubuntu.com/tutorial/tutorial-install-ubuntu-desktop
Keep in mind that if you follow their instructions, that will wipe everything
else on your computer--Windows will be deleted.
Following Ian's point, you may want to try Ubuntu's forums if you run into
