Anything back on step 1 is in original form.
And while some might argue that the work of a previous validator is lost 
in the process, which it is, it also allows the next validator a fresh 
attempt at the book --
what if, for example, the initial validator was a neophyte at the process 
and messed up things removing page breaks, inserting control characters, 
you name it.
If that happened, and the original was not returned to step 1, all the 
next validator could do is reject the book as unrecoverable.

In an ideal set up, there ought to be something beyond Step 1 where a 
validator could return work to another for continued work.
That would allow for joint work on a book taking advantage of specific 
skills of individual validators.
But that ain't gonna happen for a variety of reasons so it isn't worth 
even thinking about.
