I think Matthias Varga Von Kibed came up or at least popularized the concept.
I saw him in Holland at the 2004 OC conference where he demonstrated how he 
uses it with clients.

Well, very briefly, it is using the facilitator's hand, eye level, in place of 
where a representative would be placed. It is useful in case there are not 
enough reps, in individual work, and for testing out a hypothesis.

You can look up lots of references in Insa Sparrer's book 'Miracle, Solution & 
System'. I believe the technique was adopted to SySt from hypnosis, where it 
signifies something slightly different. From there to more general work.
