First I determine if the bullets are necessary to keep at all. Sometimes
they are just ornamental. If I decide to keep them, sometimes I use the
two hyphens. At other times I use the asterisk which translates into dots
3-5, 3-5. Sometimes I find a need for two types of bullets in the same
document. Let's say there is a big heading called "how to something" and
under it are all the steps in the how to process. I would place each step
in a paragraph or out-dented form depending on the original print.
Sometimes however, the step in a process has sub-steps. I would use two
hyphens then in order to make it very clear that the person is still on
the same step but doing other parts of it. The concept is similar to the
numbering in an outline where letters and numbers are used to show how
different things are set up.
In many print documents, bullets in various shapes have replaced outlining
because they have more visual appeal.
