I think the way to look at it is, everyone needs to reminded what is
appropriate for the space they are entering. it’s a public event and ok to have
a statement stating the appropriate use/actions at that event. This helps
people (vulnerable or at ease in that situation) feel a little more
comfortable. It will not stop some people from being an idiot, but when you ask
them to behave or leave you can point to the sign/post etc. It doesn’t have to
be the magna carta but some basic guidelines to follow while enjoying an event.

Not to get into any argument (which would be tough since we'd be arguing the
same side).
You are absolutely correct, bad behaviour is unacceptable at any place or time.
But to Stewart's point, I believe bad behaviour is invited when you are in a
lawless state.
I'm sure if I spent hours or minutes? I could find some decent social
experiments proving this point.
However, it is not fair to say these events are "without codes of conduct".
They are being held in public places and I think that implies the same code of
conduct we observe when in a restaurant or at a ball game. If I'm not
mistaken, Hotels hold an even stricter code of conduct to give their guests a
safe and comfortable place.
Imagine a computer fest at a biker's club house or crack house? Repeat after
me, Commodore's are NOT for target practice!

Lemme guess - all these events operate without Codes of Conduct because "we've
never needed one"? That just lets creepers get away with anything.

Not to get into a major debate, but it is unacceptable to assault anyone (male
or female) at any time (or threaten to), and the fact that people are gathered
at some venue does not change that fact. Creepers should not get away with
anything at any time, event or no event.
