I think it should use the "and". A couple reasons:
1. Contractions should not be used across a major syllable division, like
prefix and root word, or components of a compound word. So twofold or
professor don't use the "of". I don't think this word qualifies.
2. all other syllable divisions are considered minor. (and in the NLS
Transcriber's manual, this is even underlined) In that case,
syllable-crossing contractions are used, like the one I hate most, using
"of" in "office". Seems to me it should use "ff", but no one asks me these
things (g)
It's not in the Braille Enthusiast's dictionany, but looking at many other
"and"-containing words, it seems to be used in all of them. Even something
like the name Andre (both with and without the accent mark) and bandana.
