you will need to restore the phone unless you can get someone sighted to go 
into settings on the phone, general and reset all settings.

universal access again and this time I got a message that said VO changes

    Did you somehow turn the volume all the way down.  I know, simple
questions, but best to look at all alternatives.  Try holding the home and
power buttons down for six seconds to do a reset on the device to see if
that fixes the issue.
