This could have to do with an app. Do you have heytell or skype and if so,
have you used either recently?

I think David's earlier suggestion of resting the phone to defaults
might be your only alternative, provided that your other sounds are working.

Do you have it set for a triple click of the home button to toggle
VoiceOver on? Also, can you get speech while the device is
connected to your computer?

under universal access and tabbed to okay and hit enter. However VO
did not go back on. When I went back to check universal access, VO was
not checked. I did it again and again and still nothing. I tried a 3
finger double tap in case I turned speech off as well but that didn't
