Thanks to all for their response about the terminal verses console explanation.
By the way, yes, I did try WSL (Windows Subsystem for Linux) and it worked
quite well. The only annoyance was that I could not get audio to play in the
command line. I could have just accepted it and play my audio via Windows
since the files were connected to both Windows and Ubuntu. But, for some
reason, I was so annoyed with no audio in their limited Ubuntu version. In
addition, having WSL blocks you from running virtual machines in Windows. I
really like having access to virtual machines.

Speaking of scp, I don't know if there's a Windows equivalent, but I
make regular use of sshfs, a command that lets one use ssh to mount a
remote filesystem to the local directory tree.
