What features might be compromised under a windows classic theme in windows 10?
Would that compromise only exist while the windows classic theme was active?
Could be installation of a Windows classic theme do some kind of permanent
alteration to the performance of various windows functions regardless of active
theme? Please elaborate.

The Windows Classic theme doesn't exist in Windows 10. The only option is to
copy it from a Windows 7 install. However, keep in mind that even if you can
do that and get it working then you may well be compramising other features
in Windows 10.
