What kind of router do you have, might be able to help on the network / DHCP
side.

With my google wifi, the only way you can do it is through the app,
you can't login through the web to do it.

There does not seem to be anything wrong with your image. Have you made the
blank ssh file to start the ssh server on your pi?
I am also wondering if your router is caching dhcp leases. In that event,
you may not see a new IP address come up. I speak from experience. Can you
refresh them on your router? If not, try old IP addresses. The bst thing to
do is a port scan of your network as others have suggested.
Update the etchar program to fix your problem with the error. That should be
the first step you take.
