i switched to win 32 disc imager. Not sure how to refresh the ports other than
just going back into it.

With my google wifi, the only way you can do it is through the app, you can't
login through the web to do it.

made the blank ssh file to start the ssh server on your pi?
I am also wondering if your router is caching dhcp leases. In that
event, you may not see a new IP address come up. I speak from
experience. Can you refresh them on your router? If not, try old IP
addresses. The bst thing to do is a port scan of your network as others have
suggested.
Update the etchar program to fix your problem with the error. That
should be the first step you take.
