There are in fact at least three conventional quotation sifnifiers, via
the computer keyboard:  The " (double quotes, the shifted figure two or
the shifted apostrophe; the single quotes, the ` `grave key followed by
the spacebar` (illustrated); and the ' (apostrophe) which, it appears to
me, is not really correct though it's popular and conventional to use it
for single
quotes.  Use of the apostrophe could be recognised as optional for a
braille single quotes indicator, but I would not favour its use there
being made mandatory  (I tried it out just now, using the apostrophe
instead of the lower h and lower j, and it ain't all bad.  However, we
stil have an awful lot of brailled materials using those signs over the
past hbundred years to represent beginning and ending quotes.)

If the rules were change so both single quote and apostrophe were dot 3,
the
computer wouldn't have to distinguish between them--only the reader
would.
