The best way to know the difference between single quotes and apostrophes is
by the context of the document.  Words which are possessive, such as
father's, sisters' etc and words which are contractions such as don't I'll,
we're, etc use apostrophes in them.  Quotes within quotes use the single
quote.  I don't think it would be hard to distinguinguish between the single
quote and the apostrophe, even if the rules were changed so dot 3 could be
used for both.
