I'd have it as optional; considering also the use of lower h and lower j
that has existed and been used for donkeys years.

There's ambiguity already.  Look at the sign dots 2,3,6: it stands for
opening quote, the word his, and the question mark!  We've gotten used
to
this ambiguity.

Dot 6 is another example.  It stands for the capital sign, dot 6 n is
ation
dot 6 y is ally.  One symbol for three things!

And dots 3,5,6: closing quote, was and by.

Surely, using dot 3 to represent single quote and apostrophe wouldn't be
a
hard change to make.
