Amen to this!!!  Braille is _not print, and although I can appreciate the
effort to make transcribing easier for those using print I can honestly say
that there are times when Braille just needs to be braille and things need
to be transcribed with the braille reader in mind.  My favorite example is
Tables: where something may look pleasing from a visual point of view but
things would be much clearer to the braille reader if the information was
presented differently.

There will always be an element of ambiguity since braille is not print.  I
know BANA is trying to reduce these barriers between braille and print but
we can and should never expect braille to be print.


 There are those who might say that the capital sign is not needed since
the reader should know which words get capitalized.

I guess 64 combinations are not sufficient, but the goal for Braille rules
should be to represent the print with no ambiguity.

If the rules were change so both single quote and apostrophe were dot 3, the
computer wouldn't have to distinguish between them--only the reader would.
