Hey Terry, when you unplug and plug in the USB cable are you getting the
windows sound?
Additionally when it makes the pop sound and turns on/off does the USB sound on
the computer make the regular sound or are you getting a triple tone?
I’m worried because its several boards that you have gone through, which makes
me want to question on whether you are using the right surge protector.
Usually the firman systems are the best, and they have a display which
indicates if you are overloading too many things.
Unfortunately if you plug in your computer in to the same power hub if it is
too powerful meaning it has most of the amperage then your board or other
devices are going to suffer, and unfortunately it may be that at some point
your power spiked, which may have caused the problem.
The best thing to do in a studio set up is to separate your devices, in to
separate power conditioners.
I got myself a rack system where all my gear is racked, and I ended up having
two power systems, and my computer is on a third power system totally separate
from all my sound gear.
Just something I wanted to let you know about and not trying to scare anyone
here, or yourself.

Did you try Michael's test of the board without a USB port?
Test your board's power supply. Do you have a voltmeter or friends with one?
If your power supply is bad, maybe it's trying to suck power from the USB
port and it can start but once it gets going, it needs more power and can't
get enough and drops out.
